那年夏天，就在茱麗亞的十一歲慶生會開始之前，全家人和朋友們聽到了附近化學工廠的巨大爆炸聲，隨之傳來的嘶鳴聲音也越來越響，震耳欲聾，挾帶著大量灰色煙柱升上天空，然後，白色塵埃從天而降。很多人開始劇咳不止，有些人甚至頭痛欲裂。
接著，瑪麗亞發現她的小狗得了不知名的病，疼痛不已，鎮上的人更是滿心焦慮，懷疑怪病可能和從天而降的白色粉塵息息相關，而工廠裡的大小主管拒不認錯，甚至還發布聲明保證粉塵是無害的。
可是茱麗亞和她的朋友看見鎮上遍佈死掉的動物和鳥之後起了疑心，便號召了鎮上的孩子們組成研究小組，決心找出這場災難的原因和可能的後果…。

以1979年北義大利發生了的戴奧辛污染為題材，受害的青少年們如何挑戰惡勢力，大聲呼喊－「我們的未來，我們要自己保護！」，表達出地球環境及生命的重要性。
動畫電影『賽貝索偵探隊』，以1972年根據北義大利的化學工廠的爆炸事故，而引起的大規模的戴奧辛污染作為題材，改編自兒童文學作者蓮見先生的 作品。戴奧辛被稱為世紀之毒，係因具急毒性，其對雄天竺鼠之半致死劑量為每公斤體重的0.6微克（0.6μg/kg）。近幾年，日本因焚燒廢棄物而排出含 有戴奧辛的有毒物體，此時社會大眾才了解戴奧辛對環境污染的傷害有多大。從隨著爆炸而落下的白色粉末開始，當地的動物接二連三的相繼死亡，一群年僅11歲 的孩子們，決定追究工廠的爆炸後引起的白色粉末是否為動物死亡的主因，於是他們組成「賽貝索偵探隊」與日本記者安藤先生一同追查事件的真相！
